Terms and Conditions for Not-For-Profit organizations not currently eligible to administer grants and awards to become eligible at SSHRC to participate in a SSHRC (Connection Grants or Aid to Scholarly Journals) funding opportunity

What do the signatures on the application mean?

For authorized representatives of the organization

Before you, as an authorized representative of the organization, may submit an application for funding to Connection Grants OR Aid to Scholarly Journals, you must read and agree to the following terms and conditions.

The signature of this document by an authorized representative of the organization confirms that the organization:

• provided true, complete, accurate information in its institutional eligibility application and is consistent with organizational and SSHRC policies to the best of the organization’s knowledge;
• understands the federal Access to Information Act and the Privacy Act and the Use and the Disclosure of Personal Information in Applications for SSHRC Awards;
• certifies that it will take full responsibility for complying with any research-related requirements, including laws, regulations, standards or policies in its jurisdiction and that it will advise SSHRC immediately of any allegations or findings of breach of any requirements by the organization;
• strives to provide an environment that supports the best research-related activities that foster the abilities to act honestly, accountably, openly and fairly in the search for knowledge. As best practices, the organization is referred to the Tri-Agency Framework: Responsible Conduct of Research, the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans and the Canadian Council on Animal Care policies, guidelines, and recognized standards;
• certifies that it is not currently ineligible to hold funding from SSHRC, the Natural Sciences and Engineering Research Council (NSERC), or the Canadian Institutes of Health Research (CIHR), or any other research or research funding organization worldwide for reasons of non-compliance with relevant policies and requirements;
• will inform SSHRC immediately, in writing, of any change in its eligibility status; and
• accepts that non-compliance with, or misrepresentation of, any of these matters may result in actions by SSHRC, including the disentitlement from eligibility for future funding.

The authorized representative of the organization also confirms that should a grant/award be made and institutional eligibility be granted, the organization:

• shall establish and maintain policies, systems, procedures and controls that require and ensure compliance with SSHRC’s financial requirements;
• shall maintain a separate account per grant awarded by SSHRC;
• will use the grant/award only for the purpose for which it is awarded;
• will meet financial and other reporting requirements specific to the grant as per the description of the funding opportunity found on SSHRC Web site, including the Tri-Agency Financial Administration Guide (TAFAG);
• upon reasonable notice, allow SSHRC representatives access to its premises and facilities to carry out monitoring reviews and compliance audits, provide them with access to all accounts, records and other information related to a grant or award, and respond fully and accurately to any inquiries SSHRC may make for the purpose of verifying adherence to its requirements. SSHRC representatives may carry out monitoring reviews to:
  • review the effectiveness of procedures, systems and controls in place at the organization to ensure that SSHRC’s policies and requirements are followed and that funds are well managed; and
  • review expenditures from grant accounts to ensure that these were made in accordance with the established policies, requirements and guidelines, and for the broad purpose intended.
• acknowledges and accepts that SSHRC reserves the right to defer or cancel a grant instalment if the continued need for funds is not demonstrated, if the program objectives and/or eligibility criteria are not being met, or subject to the availability of funds;
• will inform SSHRC of any changes in the status of the grant/award holder hosted in their organization or changes in the organization’s status;
• will inform grant/award holders of their role, responsibilities and obligations with respect to the requirements in the organization’s jurisdiction;
• is aware of the requirement for grant/award holders to comply with the relevant provisions of the Tri-Agency Framework: Responsible Conduct of Research
• certifies that it takes full responsibility for complying with any requirements in its jurisdiction;
• understands that maintaining public trust in the integrity of research and research-related activities is fundamental to building a knowledge-based society and being aware that in case of a serious breach of agency policy by the grant/award holder:
  • the agency may publicly disclose the grant/award holder’s name, the nature of the breach, the organization where the grant/award holder was employed at the time of the breach and the organization where he/she is currently employed;
  • the agency may, at its discretion, demand that the organization take corrective action within a certain time. If no demand is made, or if the organization fails to comply with a demand in a way that is satisfactory to the agency, the agency may exercise one or more of the following remedies:
    • demand that the organization cease payments from any or all grant and award accounts;
    • terminate any obligation that the agency may have to provide funding to the organization;
    • require the organization to repay any funds paid to it that were misused or that were paid by the agency as a result of a misrepresentation; and
    • in exceptional cases only, declare the organization ineligible to apply for funding.
• will advise SSHRC immediately, in writing, if the grant/award holder becomes ineligible to participate in NSERC, SSHRC, CIHR or any other research or research funding organization worldwide for reasons of non-compliance with relevant policies and requirements;
• will advise SSHRC immediately, in writing, of any allegations or findings of breach of any requirements in the organization by the grant/award holder;
• will acknowledge, wherever possible, SSHRC's funding assistance;
• agrees to the release of the organization's name in relation to the grant/award and/or as being an eligible organization at SSHRC; and
• accepts that non-compliance with, or misrepresentation of, any of these matters may result in actions by SSHRC, including the disentitlement from eligibility for future funding.
